About the LISTA Initiative:
Fundación Capital launched in 2012 the LISTA Initiative (www.listainitiative.org), which has as its main objective to design, develop and disseminate financial inclusion and poverty alleviation mechanisms that are cost-effective, scalable and relevant for low-income individuals and their families. By leveraging innovations in information and communication technologies and applying them to the context of the base of the pyramid, Fundación Capital is taking a unique approach to increasing financial capabilities and improving quality of life with this Initiative.

During its pilot phase, in Colombia, LISTA’s team tested innovative channels to reach the poor, especially the rural poor, with tools that help them make better financial decisions. The Initiative’s hallmark innovation is the LISTA tablet-based financial education application and was designed specifically to facilitate low-income people’s (especially those living in rural areas) access to information and training, in order to help them make more informed financial decisions and build their assets.

State of the Art of the LISTA Initiative:
After the pilot, the application was improved and re-launched. Between April and June, 2014, the new version of the Colombia LISTA app was tested along with new methodologies that offer scalable alternatives to in-person training, and are particularly useful for large-scale government social programs and financial institutions. Starting in the second semester of 2014, the LISTA Initiative will be replicated in Colombia and Brazil to reach more than 15,000 users of Conditional Cash Transfer (CCT) programs in both countries. Moreover, given the success of the LISTA Initiative, it is becoming a business unit of Fundación Capital, so that its successfully-tested methodology can be provided for-profit to private and public institutions in Colombia, Brazil and other countries.

Objective:
Fundación Capital is seeking to hire an Assistant Coordinador of the LISTA Initiative, who would be supervised by the LISTA Initiative’s Project Coordinator in Bogota. S/he will be primarily responsible for coordinating the implementation of the project in Colombia and providing technical assistance and logistical support for the activities in all other countries where the LISTA Initiative is set.

Tasks and Responsibilities:

The person selected as Assistant Coordinator of the LISTA Initiative will be responsible for the following tasks and responsibilities:

Activities of LISTA Colombia
– Coordinate all implementation activities of the scaling-up phase of the LISTA Initiative in Colombia. This will include:
o Participating in the training of field personnel and preparing training material and logistical support.
o Preparing the implementation plan.
o Ensuring the Colombia LISTA app is properly installed and tested in all available tablets.
o Supervising field personnel to ensure the completion of all field activities, such as diffusion activities, rotation events, training of community leaders,advocacy meetings, closing activities, and others.
o Supervising the export of data from all tablets in the field, and the upload process in the data management system.
o Traveling to the field to participate in the Initiative’s implementation in all selected municipalities.
o All other activities that ensure the proper development of the LISTA
methodology.

– Coordinate, on the side of Fundación Capital, all necessary activities to ensure the proper implementation of the LISTA Initiative in the field, so that the evaluation process through a randomized control trial – RCT, is successful. This will include coordinating activities with Innovations for Poverty Action – IPA and other allies of the evaluation process.

– Contribute to the design and development of the Colombia LISTA app (especially quality assurance), and the LISTA methodology (field testing, rotation schemes, community leaders training and supervision, involvement of allies, banks’ role, supervision of field personnel, etc.).

– Organize periodic field visits in order to gain a proficient understanding of the implementation process of the LISTA application in the field, identifying effective elements and required changes in content, comments to pedagogical approach and/or design.

Activities of the LISTA Initiative in Other Countries:
– Support the Operations Officer in Brazil in overseeing the design and development of the LISTA Brazil app, which will be developed in Colombia; as well as the LISTA methodology for Brazil.

– Support LISTA Brazil in all necessary activities to ensure the implementation, evaluation and systematization processes of the LISTA methodology, are fulfilled.

– Supervise the testing and evaluation processes of the LISTA Initiative in the Dominican Republic, and help promote the appropriation of the Initiative by the government and/or financial institutions, so that it can be implemented in this country through private and public funding.

Activities of LISTA in General
– Provide technical assistance to the Coordinator of the LISTA Initiative, the Director of the Digital Solutions Department, and the Consulting and Operations areas of Fundación Capital, so that the tools developed by the LISTA Initiative can be provided for-profit to private and public institutions in Colombia, Brazil and other countries.

– Engage in all new ventures of the LISTA Iniative, the Digital Solutions Department and all other areas of Fundación Capital.

– Actively participate in operational, communicational and administrative activities of the LISTA Initiative and Fundación Capital in general.

– Facilitate the processes of hiring and training of personnel and providers of the LISTA Initiative in Colombia and other countries (this does not include hires in Brazil), by searching candidates, making terms of references, checking contracts, carrying out administrative processes, doing follow-up, etc.

– Support the Coordinator of the LISTA Initiative in developing and maintaining partnerships with various organizations (governmental, financial institutions, private sector, civil society, etc.) and seek to position Fundación Capital and the LISTA Initiative.

– Provide support in all activities related to internal and external communication of the LISTA Initiative. Participate in events organized by Fundación Capital, and in external events when requested. Actively seek opportunities to showcase the LISTA Initiative.

– Assist the Coordinator of the LISTA Initiative in preparing reports and general updates about the LISTA Initiative in general.

Retribution:
̧ According the selected candidate’s experience.
̧ If the candidate does no currently live in Colombia, 50% of the monthly retribution will be paid on the first month as installation fees.

Duration of contract:
The duration of the contract is from August 1st, 2014 to April 30th 2015. The contract is renewable based on the Consultant’s results and the availability of a new grant for the LISTA Initiative.

Required Experience:
-Minimum three (3) years of professional experience working with development programs or projects, with emphasis on topics related to poverty reduction, financial inclusion and financial training.
-Fieldwork experience and coordination experience are essential.
-Undergraduate degree in social sciences, economics, international relations, business, economics, engineering, or related fields.
-It is desirable that the candidate possesses a graduate degree in topics related to economic development, communication, social sciences, information andcommunication technologies, business, or related fields.
-Demonstrate familiarity in the use of technology for education and information and communication technology for development.
-The candidate must demonstrate a multidisciplinary background, with the capacity to effectively manage topics related to education, research and communication.

Personal Traits:
-We are looking for a proactive, self-motivated, and organized candidate, who can handle a high level of responsibility.
-The candidate must demonstrate the capacity to think “outside of the box,” working on innovative concepts, and converting them into tangible and measurable products with social impact.

-Can effectively communicate with a wide range of stakeholders, including high-level government representatives, donors, program users, community leaders, etc.
-Has access to his/her own work tools (computer and software).
-Is available to travel up to 30% of their time.
-Is fluent in Spanish, and is also fluent in English. Knowledge of other languages, especially Portuguese, will be considered an advantage.
