Full-Time Senior Donor Manager, U.S. Strategy

Job Description

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing the equitable use of vaccines in lower-income countries. Gavi brings together developing country and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation, and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunization of 760 million children and the prevention of more than 13 million future deaths.

 

The Resource Mobilization, Private Sector Partnerships and Innovative Finance Department supports Gavi by ensuring sustainable donor financing and resource innovation. This includes (i) securing donor pledges and deepening relationships with existing donors while helping to elevate Gavi and immunization on global agendas; (ii) diversifying Gavi’s financing base to include new and emerging donors and the private sector; (iii) bringing to bear the innovation and resources of the private sector through new and expanded partnerships, innovative financing, and other initiatives; and (iv) leading key fundraising and reporting exercises.

 

At the virtual 2020 Global Vaccine Summit hosted by the United Kingdom, 39 public and private donors committed an additional US$ 8.8 billion in support to Gavi for 2021-2025, bringing the total support for the period to almost US$ 11 billion. Gavi’s 2016-2020 strategy was ambitious, building upon country progress to ensure every child, everywhere has access to life-saving vaccines. The 2021-2025 strategy will similarly strive for large scale impact.  Gavi will not only continue working with countries to help immunize 300 million more children in the world’s poorest countries now in the time of COVID-19, we will also support health systems to help them withstand the impact of the virus and maintain and strengthen the infrastructure necessary to roll out a licensed COVID-19 vaccine on a global scale. Gavi also launched the Gavi Advance Market Commitment for COVID-19 Vaccines (Gavi Covax AMC) at the Summit. This is a new financing instrument aimed at incentivising vaccine manufacturers to produce sufficient quantities of eventual COVID-19 vaccines, and to ensure access for developing countries.  An initial goal was set to raise US$ 2 billion to help Gavi-supported countries immunize health care workers as well as high-risk individuals and create a flexible buffer of doses to be deployed where needed most. Additional funding will be required to ensure Gavi can support the prevention of COVID-19 and protect the most vulnerable around the world.

 

Gavi has adopted a comprehensive approach to attract, grow, and diversify financial and business resources as it seeks to ensure sustainability in immunization. Private sector partnerships and innovation are central to this approach as Gavi works to further accelerate its impact while achieving greater efficiencies.

 

After a successful 3rd replenishment, we must now work to implement this bold vision not only to sustain the incredible progress made over the past two decades, but also to provide countries with the support they need to build on these improvements despite the devastating impact of COVID-19.

Key results expected:

  • Support strong funding and engagement from the United States government and private sector for Gavi programmes.
  • Continue to build and expand the profile of Gavi and immunization among key stakeholders in the United States, including U.S. government and civil society stakeholders as well as the philanthropic and private sectors.
  • Help build and maintain a network in the United States of key champions supporting Gavi and its mission. Ensure effective advocacy collaboration with NGOs to support Gavi’s overall resource mobilization efforts in the United States.
  • Produce well-written content tailored to key stakeholder audiences in the U.S..
  • Contribute to the development and implementation of the overall resource mobilization strategy for the Gavi Secretariat.

Main duties/ Responsibilities:

The Resource Mobilization, Private Sector Partnerships and Innovative Finance team (RMPSPIF) in the Gavi Secretariat has the principal responsibility for the strategic development and implementation of Gavi’s resource mobilization strategy vis-à-vis government donors and other key public and private institutions.

  • In collabortation with the Director of U.S. Strategy, develop and pursue strategies for mobilizing strong levels of financial resources and engagement from the United States, including innovative financing;
  • Create, maintain and cultivate close working relationships with Congressional staff, the Administration and other stakeholders including civil society partners, the private sector, and other key influencers to educate them on Gavi, the broader issues of vaccines and immunizations, and any other issues of concern to the Vaccine Alliance.
  • Interact and collaborate with Congressional staff, including conceiving of, staffing, and attending events, briefings, and hearings and preparation for DC visits with Gavi executives;
  • Work closely with consultants to prioritise and conduct Hill and Administration outreach and jointly monitor and report on legislative and policy activities in the White House, executive branch agencies, and Congress, and key related policies developed by the Board of Directors and Gavi Secretariat;
  • Develop new and project manage existing private sector partnerships, coordinating with colleagues across the team as well as the Secretariat, and ensure their successful completion in 2020 and continuation into 2021-2025, where relevant;
  • Initiate or project manage grant agreements and renewals with donor governments, foundations, and corporations;
  • Respond to donor requests in a timely manner and communicate issues to Gavi’s management and across the Gavi Secretariat;
  • Draft collateral materials, legislative analysis, position statements, talking points, letters, memos, speeches, and other materials necessary to accurately convey Gavi’s positions and recommendations; and
  • Continue to build on Gavi’s role as a respected voice on vaccinations and immunizations, including on COVID-19;
  • Work closely with all relevant Gavi teams, including but not limited to media and communications, to jointly build political will and foster support for Gavi in the United States.

 

Portfolio management:

 

Strategy building

  • Working with the Director of U.S. Strategy, develop and implement a resource mobilization strategy for the United States based on strategic assessments of budgets and national issues driving development policy, including:
    • Identifying influential constituencies and institutions with whom Gavi should promote increased funding for immunization nationally; and
    • Exploring opportunities for private sector partnerships with Gavi in the United States and establishing a private sector engagement strategy in cooperation with the Gavi Secretariat private sector team.

 

Strategy implementation

  • Coordinate GAVI’s overall funding outreach in the United States, including with U.S. Development Finance Corporation and other potential innovative financing mechanisms and private sector funding in collaboration with other team members;
  • Ensure appropriate level of engagement of Gavi’s CEO and senior management with donor representatives;
  • Manage and build Gavi’s relations with the U.S. Congress, Administration, and their staff as well as national level civil society partners to represent Gavi with these constituents; and
  • Build U.S. advocacy and Gavi’s visibility in the United States, working in close partnership with the advocacy and communication teams.

 

Donor relations

  • Respond to requests from Congress and the Administration in a very timely manner and communicate issues to the Director of U.S. Strategy and across the Gavi Secretariat, as directed.

 

Teamwork

  • With other RMPSPIF Senior Managers, contribute to team-wide tasks from perspective of assigned donor countries. Contribute to framing the work objectives of the team for internal and external audiences; and
  • Carry out other projects assigned by the Director of U.S. Strategy in accordance with the team objectives.

CANDIDATE Requirements

 

Academic:

 

  • An advanced degree (e.g. Masters level) in public policy, public health, political science or public administration strongly preferred.

 

Work Experience:

Essential

  • 8-10 years of experience working on Capitol Hill, in the Administration, or in the U.S. advocacy community with an established track record of excellence in achieving desired results;
  • Strong understanding and experience with political and technical governmental decision-making processes in the United States, including the budget process, protocol, appropriations, and communications;
  • Experience of identifying and articulating strategic and policy issues, trade-offs, and priorities to provide sound advice;
  • Experience in legislative research and tracking; and
  • Understanding of innovative financing mechanisms including activities within development finance institutions.

 

Skills/Competencies:

Essential

  • Detailed knowledge of the U.S. federal political system and government processes, with particular emphasis on the budget, appropriations, and authorization processes;
  • Outstanding ability to interact effectively with leaders in public policy, global health and other partners (including the private sector) with the strong ability to be persuasive and proactive;
  • Ability to understand and synthesize technical and strategic elements in order to define a clear strategy and prioritize to achieve the defined results needed;
  • Superior analytical, oral, written, and interpersonal communications skills with demonstrated ability to synthesize complex issues into effective oral and written briefs;
  • Decisiveness and diplomacy, with a strong and demonstrated ability to manage multiple priorities and projects while working as part of a team;
  • Demonstrated ability to produce very high-quality work on a variety of issues with very short deadlines, to multi-task with competing priorities and to take prudent risks and make effective and timely decisions; and
  • Demonstrated ability to work across institutional boundaries with various teams and utilise talent and expertise of team members in a productive way.

 

Desirable

  • Strong knowledge of the Gavi, vaccines and immunizations and global health issues generally; and
  • Understanding of both public and private sector perspective.

Languages:

  • Written and spoken Fluency in English.
  • Written and spoken fluency in French is desired.
